Announcement on Adjustments to the Catalogue of Goods Subject to Export License Administration (2025)​

According to the website of the Ministry of Commerce of the People's Republic of China (MOFCOM), in accordance with the Foreign Trade Law of the People's Republic of China, the Regulations of the People's Republic of China on the Administration of the Import and Export of Goods, the Measures for the Administration of Export Licenses for Goods, and other relevant laws, administrative regulations and rules, MOFCOM and the General Administration of Customs of the People's Republic of China (GACC) have decided to adjust the Catalogue of Goods Subject to Export License Administration (2025) (hereinafter referred to as the "Catalogue"). Relevant matters are announced as follows:​
I. Incorporation of Certain Steel Products into the Catalogue​
Certain steel products (see Annex for details) are included in the Catalogue.​
II. Requirements for Export License Application​
Foreign trade operators exporting the aforementioned goods shall apply for an export license by presenting the goods export contract and the product quality inspection certificate issued by the manufacturer.​
MOFCOM, the competent provincial-level commerce departments entrusted by MOFCOM (covering all provinces, autonomous regions, municipalities directly under the Central Government, cities specifically designated in the state plan, and the Xinjiang Production and Construction Corps), as well as the competent commerce departments of some sub-provincial cities (Shenyang, Changchun, Harbin, Nanjing, Wuhan, Guangzhou, Chengdu, and Xi'an), shall issue export licenses in accordance with their respective divisions of responsibilities.​
For centrally-administered state-owned enterprises (SOEs) under the supervision of the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) located in Beijing, export licenses shall be issued by the License Bureau of MOFCOM. For other enterprises, export licenses shall be issued by the competent provincial-level commerce department or the competent commerce department of the sub-provincial city where the enterprise is located.​
Other matters not covered herein shall be implemented in accordance with Announcement No. 65 of 2024 jointly issued by MOFCOM and GACC.​
III. Effective Date​
This Announcement shall come into force on January 1, 2026.
